There was a break on Stewart street http://www.mymotherlode.com/news/local/1772927/TUD-Repairing-Water-Line.html and emergency repair http://www.mymotherlode.com/news/local/1512269/Emergency-TUD-Water-Line-Repairs.html

The unofficial word is that the pipes are old- originally put down in the 1800's (1850) this will continue to happen.
