Why?
It's because they United States is making them POOR and also not listening.

Elections are over and winners have been chosen. Your convenient mail-in votes are still not posted. Our voting system is a sham and needs to be resolved now! No reflection on the staff of Calaveras county, cause there are still hundreds of mail-in ballots in Tuolumne County that have not been counted either.

Every election I see dozens of people race in the last half hour or less of polling and worse, sitting down to review the voter handbook as if for the first time. It's easy to blame election officials for the snafus but if we as Americans took the process more seriously, made sure our home addresses were up to date in our county offices long in advance of any election and actually reviewed any mailings we received from county election offices to ensure we knew our polling place, there would be far less issues. Also, ballot measures are written by paid professionals; you cannot possibly make an informed decision without doing some research apart from TV ads.
