Good! He would have retired at 90% of his highest salary....and locked in $40,000 a year for years!! Consolidate districts or give another qualified person the chance for a job.

Talk about "double dipping", this is at a level I have never seen.

So Joe isn't cutting his salary to $40,000? I totally disrespect what Mr. Silva and district office are doing. STRS is a public pension system, and Mr. Silva and the district off are trying to bilk the system. I had a lot more respect for him when I thought he was cutting his salary. My impression of him has fallen lower that what I had originally thought of him, which wasn't very high in the first place.

No wonder the public is tired of politicians. It is the type of manipulation and mistruths that create a false picture of what is really happening. Mr. Silva isn't the martyr that we thought he was.

So Smith is behind this? Figures. (Insert eye roll here) He has triggered yet another lawsuit so he can keep raking in the bucks from the schools and now the district office. Someone needs to do an accounting on this guy. $154,000 from Summerville High School alone and he is the lawyer for nearly every school in the county. Quite the racket he's got going.

And these folks whine about what they get paid, when they retire with 90% of their last active wage?
The question might better be: How many of the non-education industry folks are going to retire with a 90% payment for the rest of your life?

Mr. Silva, what a grand gesture you've made to save the County Schools Office during this time of fiscal crisis, only to push it off onto CALSTRS and get a $30k bonus to boot! To add insult to injury, your Board members are upset that CALSTRS would even question this move. You've trained them well. Good thing you and Pendley share the same smart attorney who will concentrate on billable hours to prove your case. This could be one reason that some of us have a hard time supporting school bonds or taxes. Whether you are being paid out of the County Schools budget or the States’, none of it goes to help students. Look Joe, you've already chosen your heir apparent, just start retirement early. All credibility has been officially lost.

The truth comes out, collect the retirement pay and another 40k on top of it, Maybe the county would not have to pay the 160+k, but the retirement program would. I think the school board ought to worry about getting a new supt and cutting their bennies.

Oh, Joe's only going to take a salary of $40k. He's so generous and cares so much about everyone else; he's willing to sacrifice over $100,000 for the good of his subordinates. So inspiring... if only it were true. I knew what he was up to the moment I read the story.

I don't even believe what I just read. $167,000 for this disfunctional county "Board of Education" You have to be joking. Good one Sabrina! Ok, joking aside, really? I have met Mr Silva a few times and I'm sure that he does a great job. But..... $40,000 in addition to his retirement pay - give me a break. All county employees should be capped at $115k. And I think that is generous. These guys need to look at reality. How many jobs exist here that give a salary like that? I don't care how many degrees you have or where you have been. The reality is we cannot afford this any longer.

I know some people aren't in favor of Silva's proposal but if you stop and do the math its a win/win for both sides. Sure he will make more than he would if things stay the way they are. But he could retire and walk away and draw $154,000 and the Board of Trustees would have to replace him for around $167,000 a year plus benefits. Or they could hire him back for $40,000. Any way you look at it the Taxpayers save $127,000 a year and that aint chicken feed. Any good deal has to benefit both parties. I'll say it again this is a win/win deal.

So if I'm doing my math right, instead of the $127K pay cut he was advertizing, he was really looking for a $27K raise? Why am I not surprized.

Silva, please leave and don't come back. It's people like you that make all administators look bad.

Wow! Mr. Siva and the school board are disappointed that they can't break the law and allow Mr. Silva to "double dip."The school boards are in place to protect and pander to the teachers and staff, They could care less about the parents and tax payers. I am so glad I read this story before I voted. Ms. Brennan just lost one vote. But with the Good ole boy mafia strong as ever it won't matte,r but at least I know I am doing the right thing for my kids and community. The hubris of the Board and Mr. Silva is so typical in public service, I will let their actions speak for themselves.

@whoknew California has the highest pension deficit in the country. Where do you think the $154,000 comes from.....not the tooth fairy.
There is a reason it is against the law.
And as far as Silva saving jobs we don't need jobs saved we need to cut the superintend positions by at least half.
Also he wants 28 million for maintenance? So save your breath on telling us he is trying to save the taxpayers money. He want's to line his pockets and his cronies pockets and could care less what the taxpayers think. He knows the community wants consolidation and he refuses to do the will of the people. We have over twice as many government employees in this county than the average California county and its because of things like 8 Superintendents for 12 school districts with 6500 kids.

I think I see a pattern in this county....and that is the school boards are protecting the superintendents and teachers instead of being advocates for the students,taxpayers and parents.
Silva I hope you and Pendley will both retire and the boards will choose to not fill the vacancy's.
Also I hope there are charges brought up on the Fresno county situation and his pension is revoked as an example to the rest of the school districts and school boards.

I love this comment, I think the school board need to find a new lawyer. As stated He does not agree with calster view of the current law. Who does he think wrote the law? I need to run for elected office, I could use the free insurance and other bennies

Gee...I thought Mr. Silva was doing this for the good of the children. I wonder why it was never mentioned in the beginning that he would be receiving a pension from CALSTRS. The nerve that he would be making more than his original salary with his salary and retirement. This county needs to wake up and start downsizing on supt. in our school districts.

Mr. Silva, you just need to retire as you've lost your creditability in the community.

So Much for altruism. He tried to use that as a guise and it took the community to catch it. After this, he should be FIRED.
