You're missing the point ravillata, it's all about money. The more they charge her with, the more likely it is something will stick and the more money in fines they can get out of her. Justice and public safety are the excuses, money is the goal. Law enforcement is big business.
Some people need to admit they have a serious problem and get the help they need - for them and their children.
