I must be very naive about how these things work, at least locally. My cousin is a contractor back east (3rd generation family business) whose business regularly has major construction projects and renovations to colleges, universities and shopping malls. He has to make his best bid going in and work with it. There are no "unexpected" costs or if there are, he has to eat them. And yes, they also need to work with environmental agencies to protect wetland habitat and endangered species.

I bet our own jail project will go over budget by at least 2 million at a minimum. I believe we are at about $150,000 over already just in the dirt and infrastructure work.

Less money on Jails.... More money for schools. We can invest in our children when they are young, or spend all our money incarcerating them because they have no education or opportunities.

Id rather some people in jail than walking around, like they are now. Look at downtown sonora. I mean....really LOOK!
