If this is going to replace two tanks, what are they going to do with those two tanks?

The one adjacent will be used when maintenance has to be done to this new tank there is a possibility that the land can be sold where the other tanks were.

plenty of uses for BIG water tanks for people.

Good idea to keep the old tank next to the new one. I believe they have to have the inside inspected every year, usually by divers. The coatings inside usually last 3-5 years. They can be touched up here and there. But have to get re-coated when it's so bad. Having a spare tank next door will help keep a water supply available.

Who is paying for these tank? When turd ran the water lines from Monte Grade, they assessed every one on the new hook a fee over a 10 year period.
