Reading between the lines...
It sounds like social legislation.

Here is an example.
A farmer grows wheat. The govt tells the farmer how much it's worth, when in fact it's worth more. The farmer is forced out of business.
Kinka simplistic...but that's it, in a nutshell.

Greedy insurance companies always object to anything that will effect their bottom line. They are in business not just to make a profit, but to make obscene profits. For them it's always been profits over people. Minimal care for maximum cost. Any business driven by this kind of greed is evil.
