Schwarzenegger Submits Plan To Reduce Prison Population

Sacramento, CA -- Governor Schwarzenegger has submitted a new plan to reduce California's prison population by 40,000 inmates in two years.

He is proposing to send fewer people to prison for parole violations and minor crimes. The administration says the state can comply with the recent court order to ease prison overcrowding if federal judges bypass the Legislature and pre-empt state laws by diverting thousands of criminals to local jails or house arrest.

Those proposals, however, were rejected by state legislators this fall. The administration plans to try again next year. Crimes that would be served in county jails, rather than state prisons, would include drug possession, possession of stolen property and writing bad checks.
