Senate Bill Would Bar Administration From Making News-like Promotions

Sacramento, CA -- The state Senate is voting to make it illegal in most cases for state employees to make videos intended to look like objective news reports.

A Sacramento County judge last month ordered Governor Schwarzenegger's administration to remove just such a state-produced video from a state Web site.

The judge says state agencies should not use public money to make similar videos in the future. The prohibition would be written into law under the bill sent to the Assembly on a 21-11 Senate vote.

Both the bill and the lawsuit are backed by three unions that claimed the production of two video news releases using state equipment and staff violated state law barring the use of public resources for a campaign activity.
