Sacramento, CA -- A report commissioned by state Attorney General Bill Lockyer finds that California's justice system performs poorly when it comes to handling domestic violence cases.
The report is an indictment of the legal system. It finds that restraining orders are often not enforced or served because there is no protocol for doing so, and that mandatory education programs for offenders are not carried out. The report also points out that counties are failing to add the names of domestic violence abusers prohibited from possessing firearms to a weapons database.
