A bill requiring California's homeowner associations to give buyers better financial information is headed to the desk of Governor Schwarzenegger.
The governor must decide whether potential buyers should get user-friendly summaries of their dues and potential hikes in years ahead. California's real estate agents say too many clients are complaining about unexpected increases after they move in. Experts say more hikes may be coming. More than a third of the state's private communities may not have enough in reserve to keep up their properties.
